thishour, dumping up to eight t inches of rain. thousands now without power. florida joining puerto rico issuing a state of emergency and late today residents scrambling for supplies, stripping shelves bare. rob marciano is here to lead us off. rob, this is a storm we can't take our eyes off. >> we need to prepare for it. it's likely a major hurricane. it's already back to hurricane status. you see the eye just northeast of puerto rico. the center is northwest of st. thomas by 60 miles. it has 80 mile an hour winds. they've been flying hurricane aircraft in and out of this thing. the u.s. virgin islands getting hammered with big-time rain and wind right now. let's talk about the track. high pressure is going to scoot to the south and that's going to bend this thing and push it towards the u.s. as we head towards the weekend. let's time things out here. strengthening in intensity

during the day tomorrow, likely becoming a 10 mi 100 mile an ho storm. makes landfall as a category 3, widespread average. average forecast area, 200 miles. that means all of florida needs to prepare. >> thank you very much. as you saw on the map hurricane dorian just missing a direct hit on puerto rico. it's strong enough to cause potential mudslides and flash flooding. many there still recovering from devastation from hurricane maria two years ago. victor oquendo is there. >> reporter: tonight, hurricane dorian lashing the u.s. and british virgin islands. the so-called dirty side of the storm packing winds of at least 80 miles per hour and up to eight inches of rain. dorian already inundating the island of martinique tuesday, those heavy rains washing away roads, making them impassable. this bus trapped by the severe flooding. in puerto rico where memories of hurricane maria's wrath two

years ago run deep, people here not taking any chances. we're along the eastern most part of the island closest to dorian. it looks like they took the warnings here seriously. the streets are empty. there's no one in site and the storefronts shuttered. the local emergency management center at the ready. before the storm in san juan we met jessica on vacation from new jersey. >> are you nervous right now? >> anxious believe it or not, but you can't control mother nature. >> reporter: as puerto rico weathers the storm, tonight anxiety growing as it takes aim at the u.s. mainland. >> the bottom line is that we have a very, very serious hurricane threat to the state of florida. >> reporter: the power grid here in puerto rico is what officials were worried about the most and there are some outages but they're not weather related. a much different story in the virgin islands where officials tell us nearly 40,000 people are without power. there are reports of damage, but so far no injuries. tom. >> still a long night ahead.

victor, thank you. the east coast now bracing for dorian heading into the weekend. millions possibly caught off guard. first planning for a tropical storm now battening down for a possible cat 3. gio benitez is in miami. good evening. >> reporter: tom, good evening to you. dorian may be days away but floridians are already racing to get ready, not sure where that storm may hit. we've already seen store shelves all across the state once full of water now just emptied out. we have cruise liners that are already diverting their ships around dorian. air travel is being impacted too. authorities are testing water pumps that help control flooding while urging residents in low lying areas to get their sand bags now. the governor has already declared a state of emergency here. with hurricanes like michael, irma and matthew fresh on their minds here, they are not taking any chances. tom. >> gio benitez in miami for us tonight, thank you. at the white house tonight president trump taking aim at puerto rico, home to millions of americans, as they were staring

down a natural disaster. the president calling puerto rico, quote, one of the most corrupt places on earth. his democratic rivals now firing back. this as the trump administration is also choosing at the height of the hurricane season to divert millions in fema disaster funds to border security. kyra phillips is at the white house. >> reporter: president trump tweet, wow, yet another big storm heading to puerto rico. the president has railed against the island since hurricane maria when he tossed paper towels to storm victims and complained about the cost. >> i hate to tell you, puerto rico, but you're throwing our budget a little out of whack. >> reporter: today with storm prep under way, he blasted the island as one of the most corrupt places on earth, adding, i'm the best thing that's ever happened to puerto rico. his democratic opponents speechless. >> it's bizarre. the comment's bizarre. he's the best thing that happened to puerto rico? >> reporter: the president's

message to puerto rico, fema and all others are ready and will do a great job. when they do, let them know it and give them a big thank you, not like last time. >> i don't know, there's something missing. he lacks the ability to have empathy. or sympathy. or concern. what is wrong with thiskyra, thn the administration is transferring more than $100 million so support the immigration crackdown at the border? >> reporter: that's right, tom. but fema insists it won't hurt emergency response efforts, saying in a statement they will still have enough money to, quote, support operational needs. tom. >> kyra phillips at the white house, thank you. next tonight to the nationwide manhunt for an escaped couple charged with murder and now on the run. the husband and wife fugitives overpowering two officers in utah. they were being transferred from new york to arizona.

the couple considered armed and dangerous. here's abc's kayna whitworth. >> reporter: tonight an all out manhunt for this arizona couple. >> blaine barksdale and susan sn barksdale are considered armed and dangerous sg. >> reporter: they were being extradited to tusson from new york state when they overpowered two security guards in utah and put them in the back of their van. the couple then drove to arizona where they changed vehicles. police tonight urging drivers to be on the lookout. the barkdales are wanted for the murder of frank blai who vani vanished when his home burned in april, his body never found. police adding susan knew the 72-year-old. investigators say the couple fled to upstate new york in may where u.s. marshals and a s.w.a.t. team surrounded their rv and took them into custody. but this week while being transferred to arizona the couple broke free and tonight they're on the run. police warning the public

tonight, if you see them, don't approach them but call 911. tom? >> kayna, thank you. now to the stunning death of a professional race driver and tv host, jesse combs, known as the fastest woman on four wheels. she died in a crash trying to break her own land speed order in oregon. you see how fast she goes there. the accident occurred as she tried to go more than 500 miles per hour. here's will carr. >> reporter: jesse comb seen barrelling across the dessert died chasing her dream. the 39-year-old was attempting to set a new speed record for women trying to go faster than 512 miles per hour. her team calling 911 moments after. >> the jet, the high speed jet scar that we got crashed and the pilot is fatally injured. >> reporter: in a statement, her family said she left this earth driving faster than any other woman in history. wildly considered the fastest

woman on four wheels, in ainrvi emotional conversations with her mother about the dangers involved. >> she's like, is there anything i can do. really, mom, there's not anything you can do but you can help me get ready. >> reporter: combs recently posted a picture walking behind her jet powered car, saying, people say i'm crazy. i say thank you. tonight authorities say the cause of the crash is under investigation. it comes as combs' boyfriend says a documentary will come out down the road detailing what happened. tom. >> will, thank you. next tonight, the growing health warning about a deadly mosquito virus. eastern equine encephalitis blamed for the death of a woman in massachusetts and a 14-year-old girl now with a suspected case on a ventilator in michigan. at least three states reporting possible human infections. here's abc's kaylee hartung. >> reporter: tonight a new warning about a rare mosquito bourn illness that's turned deadly. the virus, eee, now threatening at least six states. >> patients can go from being

perfectly normal to paralyzed or even dead within 12 to 48 hours. >> reporter: the first death this season in massachusetts. 50-year-old lori sylvia passing away sunday. with four cases detected there, officials spraying where communities are at critical risk. in michigan three more cases including 14-year-old savannah dehart who's now on a ventilator and feeding tube. >> her brain is trying to heal itself and she can't do anything until that happens. >> reporter: health officials are monitoring connecticut, delaware and florida where the virus has been found in mosquitos and animals. nearly 30% of people with encephalitis from eee will die while many others are left with permanent neurological damage. >> it can be very devastating on quality of life. >> reporter: the vast majority of cases produce no symptoms. some only mild flu-like symptoms but there's no vaccine or cure. the cdc recommends avoiding standing water, covering up with clothing and using insect

repellant. >> a serious scare, all right, kaylee, thank you. overseas tonight, a potential new threat from north korea. satellite images you see here showing north korea may be building a submarine capable of launching nuclear missiles. here's abc's chief global affairs correspondent martha raddatz. >> reporter: the satellite images tell the story. analysts say there on the left of the navy shipyard on north korea's coast, evidence that a new ballistic missile submarine is being constructed with a crane and support vessels nearby suggesting a submarine launched missile is being readied to test. just last month kim jong-un was shown inspecting what was called a newly built submarine. north korea has been launching a flurry of ground-based short range ballistic missiles, seven in just the last month. but president trump this week downplayed the test. >> he has done short range, much more standard missiles. a lot of people are testing those missiles, not just him.

>> reporter: today the new secretary of defense said there are concerns about those short range missiles but he said the administration does not want to overreact and close the door on diplomacy. tom. >> martha, thank you. now to the u.k. queen elizabeth dragged into the brexit crisis. the queen formally granting prime minister boris johnson's stunning request to suspend parliament for five weeks from early september all the way to mid-october. johnson's move makes it harder for lawmakers to block the u.k. from leaving the eu. opposition leaders calling it reckless and unconstitutional. the brexit deadline is october 31st. news tonight about a deadly boat collision in ontario involving one of the cast of "shark tank." businessman and shark kevin o'leary confirming the boat he was on crashed into another vessel killing two people. here's abc's eva pilgrim. >> there has to be a better way. >> reporter: tonight one of the stars of the hit show "shark tank" revealing he was on a b an lake joseph in ontario, canada

over the weekend. kevin o'leary saying in a statement he was a passenger and the other boat had no navigation lights on and then fled the scene of the accident. i am fully cooperating with authorities. canadian police providing no details about the crash but confirming two people on the other boat died, 64-year-old gary poltash decide on the scene. suzanne brito died in the hospital tuesday. three others on those boats were also injured. >> at nighttime usually the winds are calmer, the water is flat, so it might be a little difficult to see anything that is in front of your boat. >> your margins are going to go down, not up. >> reporter: the reality tv star has a home on the lake, often posting pictures of friends and family on the water on social media. tonight o'leary saying, my thoughts and prayers are with all the families affected. tom, no charges have been filed but police are investigating. we have spoken to the brother of

time for our index. authorities say they disrupted a school shooting plot at a north carolina college. paul steber, a 19-year-old from boston and a freshman at high point university in north carolina was arrested after a tip he had guns in his dorm room. police say a pair of weapons were recovered. he allegedly had a plan to shoot up the school and was watching mass shooting videos online. he's being held on a $2 million bond. a 2-year-old girl killed when two temporary walls fell on her at a mall outside of chicago. the child identified as alexandra martinez was with family inside a store in the orlands square mall when the walls measuring eight feet by three feet and weighing 75 pounds struck her. paramedics responded. she was transported to the hospital where she died. authorities are now investigating. a new police partnership authorities say will help keep neighborhoods safe that's also raising some privacy concerns. more than 400 police departments across the country now partnering with the amazon-owned doorbell camera company ring. police can automatically request
